REPORT

on conducting of International Synthetic Exercise "Black sea Alpha-2014"

within the framework of Convention on the protection of the Black sea against pollution 1992

Background:

1.                 Implementation The Convention on the Protection of the Black Sea against Pollution (the Bucharest Convention) 1992 and The Black Sea Contingency Plan to the Protocol on Cooperation in Combating Pollution of the Black Sea Marine Environment by Oil and Other Harmful Substances in Emergency Situations (The Black Sea Contingency Plan).

2.    Decisions of 17 Meeting of Advisory Group on Environmental Safety Aspects of Shipping of Commission on the Protection of the Black Sea Against Pollution (Commission of the Black Sea).

Theme: Oil spill consequences combating at sea after technogenic tanker accident.

   Training objectives:

1.                 Working out of organization of different level authorities functioning at conducting of oil spill combating operations without involvement of communication means, response forces and equipment and without full deployment of appropriate operation management staff, commissions on emergency prevention and combating and fire safety.

2.                 Working out of provisions of Black sea contingency plan to the Protocol on cooperation in combating pollution of the Black sea marine environment by oil and other harmful substances in emergency situations (Black Sea contingency Plan).

3.                 Cooperation development with rescue services of States which are participants of Bucharest Convention.

Plan of Exercise conducting:

Under the terms of Synthetic Exercise conducting is agreed that organizations which representatives participate in exercise are occupied by daily work, their duty dispatching services carry out round-the clock duty. Duty equipment which is carrying out emergency rescue preparedness are in determined preparedness in points of permanent duty.

Hydro meteorological conditions at exercise conducting: air temperature +29о С, water temperature +18о С, current 300о 1,2 knot, wind NE 8 m/s.

At 08.00 May 21 tanker of the type «Valdai» with cargo of crude oil departed from the portable berthing device #2 of Caspian Pipeline Consortium - Р and started to move to Black Sea straits.

At 10.00 report from tanker captain was received that outside territorial sea of Russian Federation as a result of collision with other vessel at the coordinates 44024,0 N 37046,4 E tanker get a hole and oil spill was occurred. Calculated value of spill at sea is about 1200 tons.

On emergency tanker general ship alarm is declared, Emergency Vessel Plan on oil spill combating is put into action, and vessel crew take measures on further oil spill prevention.

Duty captain coordinator of MRCC Novorossiysk notifies State Marine Rescue Coordination Centre (SMRCC), Supervisor of Azov-Black Sea branch of FSBE «Marine Rescue Service», further acts according to the scheme of organization of notification and connection at marine accident in Russian Black Sea search and rescue region.

By the decision of Federal Agency of Maritime and River Transport which were sent through SMRCC in MRCC Novorossiysk, «Regional Plan on oil spill prevention and combating on Azov and Black Sea basin of Russian Federation» was introduced into action, Regional staff of operation management of FSE «Administration of marine port Novorossiysk» was deployed.

In the region of tanker accident was sent forces of Azov and Black Sea branch of FSBE «Marine Rescue Service». Forces and equipment of Black Sea ports, interacted rescue services, oil industry objects which are operated on ports water areas are alerted.

Notification of Secretariat of Black Sea Commission and States of the Bucharest Convention about oil spill is produced through MRCC Novorossiysk at the direction of SMRCC according to The Black Sea Contingency Plan.

For oil spill combating is necessary to invite forces and equipment of Regional level from Federal Agency of Maritime and River Transport, interacting organizations, and also forces and equipment of neighboring states.

Coordination of actions of representatives from interacting organizations of Black Sea States rescue services is implemented by Supreme On-Scene Commander (SOSC) appointed by Russia, Regional staff of operation management through MRCC Novorossiysk (actually by Synthetic Exercise Commander).

Regional staff of operation management appoints the National On-Scene Commander (NOSC).

Supreme On-Scene Commander together with Regional staff of operation management in the cooperation with National On-Scene Commander on the basis of «Regional Plan on oil spill prevention and combating on Azov and Black Sea basin of Russian Federation» work out oil spill combating operative plan (oil spill combating decision) and report about it to Synthetic Exercise Commander.

Regional staff of operation management addresses to Federal Agency of Maritime and River Transport with proposal of request of assistance from Black Sea States by specialized vessels with oil recovery equipment. Federal Agency of Maritime and River Transport addresses with such proposal to Ministry of Transport of Russian Federation which takes a decision about request of assistance and sends this decision through SMRCC to MRCC Novorossiysk.

MRCC Novorossiysk sends request for assistance in the form of oil recovery vessels with appropriate equipment to the Black Sea Commission Secretariat and Black Sea  States according to The Black Sea Contingency Plan.

Black Sea States conditionally provide requested assistance and send forces and equipment to the area of accident and notify about taken decisions and measures through MRCC Novorossiysk.

Supreme On-Scene Commander together with Regional staff of operation management estimate capabilities of forces and equipment sent from Black Sea States for assistance, estimated terms of their arrival and decision about their including in oil spill combating operation is worked out and reported to Synthetic Exercise Commander, directions and commands for forces and authorities according to Operative oil spill combating Plan are prepared.

Actual actions of participants of Synthetic Exercise are implemented according to Plan table of International Synthetic Exercise conducting.

Notification about oil spill in search and rescue region of MRCC Novorossiysk

At 10.00 report was received from tanker captain that as a result of collision with other vessel in place with coordinates: Lat.=44024,0 N, Long.=37046,4 E tanker got a hole and oil spill was occurred. Estimated value of oil spill is about 1200 t.

 

Duty Captain coordinator of MRCC Novorossiysk notifies SMRCC of SMRCS, dispatcher of Azov and Black Sea branch of SMRCS, further operates according to scheme of organization of notification and connection at marine accident in Russian Black Sea search and rescue area.

Exercise participants mapped the place of accident.

Evaluation of oil spill spread, threat of its access to shoreline of contiguous states

Together with oil spread on water area that causes covering larger area with oil, oil also moves approximately with the speed of superficial currents and approximately at speed of wind 3% (resultant motion is a vector sum of two variables). Oil spill probably will spread until average thickness of slick will reach 0.1 mm. On this stage oil slick tears on threads of different thickness, so called rollers, which are oriented on wind direction and become heterogeneous.

Exercise participants make an assessment of oil spill spread, threat of its access to shoreline of contiguous states.

At preliminary calculations oil spill spreads in the direction of 279О with speed 1,45 knot. There is no threat of oil pollution on shoreline.

Current 300о 1,2 knot, wind NE 8 m/s (17,9 knot, 3% - 0,54 knot).

Decision from Ministry of Transport of Russian Federation was received through SMRCC to MRCC Novorossiysk, on request for assistance to Black Sea States by specialized vessels with oil spill combating equipment and specialized vessels. Prepare such a request.

Russian delegation prepares request for assistance using system POLREP (POLFAC). Reports to Exercise Commander, he sends it to delegations of Black Sea States.

3. Process of conducting of Synthetic Exercise and its finish.

Order of Synthetic Exercise conducting. Participants of the Exercise arranged in one training class. With the beginning of the Exercise Commander of the Exercise introduced participants in training situation and builds it up by introductions according to Plan table of International Synthetic Exercise conducting. After each introduction Exercise Commander gave necessary amount of time for situation estimation and working out of decisions on oil spill response by participants, preparation of suitable reports, directions and commands. After this decisions which were made and actions of participants of the Exercise on this decisions were discussed with the aim of optimal decisions working out on this introduction.

For determination of oil spill drift estimate and analytical group used mathematic modeling program "PISCES II" for estimation on periods of time: 30 m, 10 h, 24 h, 48 h, 72 h:

After development of Operational oil spill localization and combating plan decision was made to use mobile oil collecting orders. It was determined that forces and equipment available on this moment, it is possible to construct мобильных mobile oil collecting orders in amount:

1. 3 oil collecting orders from Azov and Black Sea branch of SMRCS.

2. 1 oil collecting order of FSUE "Baltic BERD" "Rosmorport" (with marine specialized subunit of Emergency rescue formation of Azov and Black Sea branch of SMRCS).

3.  2  oil collecting orders from Company "Transneft-Servise".

Taking into account average productivity of oil spill combating equipment (about 40 cubic metres/hour), real and predicted hydrometeorological conditions, spill spread forecast, it is possible to collect 500 cubic metres of oil and water mixture at first 24 hours, 7500 cubic metres per 48 hours from the moment of spill.

Taking into account necessary amount of vessels need for transportation of collected oil and water mixture on shoreline cleaning facilities finish of oil spill combating operation was planned by the end of 72 hours from the beginning of oil spill.

 Then Exercise Commander moved to the next introduction: "Because of destruction of one more emergency vessel tank was occurred oil spill on sea water area, it is necessary to use additional forces and equipment…"

After this was worked out situation whereby information was sent in Federal Agency of Maritime and River Transport with request of application to Ministry of Transport of Russian Federation about decision of request of assistance from Black Sea States.

After decision from Ministry of Transport was received through Federal Agency of Maritime and River Transport and SMRCC of SMRCS, MRCC Novorossiysk sent a request of assistance in Black Sea Commission Secretariat (POLREP FAC) with suggestion to provide oil combating vessels from Bulgaria - 1 vessel, Romania - 1 vessel and Turkey - 10 vessels for building additional 6 mobile oil collecting orders.

Because representatives from Black Sea States and Black Sea Commission Secretariat didn’t arrive this stage was worked out contingently but with preparation of established forms of information exchange - POLREP.

During all stages of Exercise means of collective display was used.

 Exercise analysis was made by Exercise Commander when it was finished with exchange of opinions about progress and results of Exercise conducting, with discussion of issues of improvement joint activities within the framework of the Bucharest Convention and The Black Sea Contingency Plan.

 

4. Comments from Exercise participants, outputs from Synthetic Exercise.

Plan of Exercise conducting was implemented almost completely, training aims were achieved, tasks were implemented.

Exercise confirmed availability and adequacy of own and invited forces and equipment for oil spill localization and combating which are forecasted in the area of responsibility of Russian Federation in Black Sea.

On the Exercise analysis and summing-up its participants noted:

1.            High quality of documents elaboration on Synthetic Exercise planning and conducting.

2.            Literate and professional actions of all Synthetic Exercise participants.

3.            Good organization of work of Admiral Ushakov State Maritime University staff Synthetic Exercise preparation and computational and analytical predictions conducting.

         

          Synthetic Exercise showed that in modeled emergency situation oil spill combating operation finish is necessary 72 hours from the oil spill beginning. In operation will be involved forces and equipment from Functional system of organization of work on oil spill combating at sea from vessels and objects regardless their authority and national affiliation. If emergency situation caused large oil spill volume (more than 1200 t) deteriorates, it is possible to consider issues about necessity of activation of The Black Sea Contingency Plan.

 

          General evaluation of Synthetic Exercise preparation and conducting: "good".
